as an Apache project - should we distribute or make the download for Derby
easier?

I confirm that downloading the Apache release of JavaDB will provide a copy of
the derbyclient.jar that is needed by NetBeans. Once registered, you can
create connections to JavaDB via Apache NetBeans in the same manner as in the
past.
