I'm not sure of the best strategy but at the oracle time nb-javac was part of the install. Now due to licensing issue it has to be downloaded if needed as a plugin. With this new "relation" the maven tools cannot generate external nb-javac lib and you cannot compile code like in this tutorial [1] Would it be possible to have them in a maven repo?
