as discussed in https://issues.apache.org/jira/browse/OFBIZ-4741 it
turns out, that the locale lookups (i.e. used in
https://demo-trunk.ofbiz.apache.org/content/control/findContent) have
no working filter functionality because the lookup find calls each
time UtilMisc.availableLocales
