I'm aware of several missions and projects that wrote this type of tool for
themselves, using checksum tools,
Python, Perl and other languages.
A generic one in OODT would be great though. A JIRA issue would help to get us
started :), and contributions

For my project, I have a requirement to ensure that the files in the data
repository match the references in the data catalog. Is there any tool in
Apache/OODT to check, report, and sync up the entries in File Manager File
Catalog and Data Store?

Sounds good. You can always just implement it as a patch and then when its
done commit it to the repo. That would make it easy to push through review
board too.
