i would recommend going ahead with the 0.4 update and patch it since CAS-PGE has a lot of updates and feature changes... there is also more logging (each cas-pge run can now have it's logging separated out into it's own log file), many many many unit-tests, bug fixes i found and fixed along the way

I could certainly do that. I think for now, we're just trying to find a released version to use as a baseline. Since SMAP launch isn't for another 2 years, there is no urgent need to do an upgrade from 0.3. Cynthia can expand on this topic. I'll ask her if she wants me to go ahead and do a 0.4 upgr
