Everything here looks in order.
I think the next step is for the OpenJPA project to vote to accept the
donation.
Do you have a proposal for where this belongs in the openjpa source
tree, how to build it, and what to call it?

I think the spec is implemented completely. But if you ever hit some Jira
issue, then check against the spec if the current behaviour is really a bug, or
if it is not just really well defined in the spec. Or if the issue is in fact a
non-issue ;)
