You should check if your ProtocolHandler is instantiated when the menu
is opened. If it isn't, the problem lies in the handler registration,

It appears that even though my menu items that I added are enabled, they
aren't actually active, since moving over it with the mouse doesn't
have it highlighted, but it isn't grayed out, which is an improvement.
