A requirement of my application is to be able to do geocoding (street address to lon/lat) and reverse geocoding (lon/lat to nearby street address) without an internet connection, mainly for the United States. I am trying to find the best source of data for this. I can use the 2010 TIGER files,

I have mapnik installed on my Windows PC, and have been successfully generating OSM-style tiles. I also wanted to generate tiles using the MapQuest open style .xml files (the US versions): http://developer.mapquest.com/web/products/open/map/style I believe I have all the .inc.template files

From reading http://wiki.openstreetmap.org/wiki/MapQuest I am not clear if I am allowed to scrape and cache tiles using URLs of the form http://otile1.mqcdn.com/tiles/1.0.0/osm/8/126/87.png Am I allowed to scrape (and cache, and serve) as many of those as I want as long as I don't request
