ORC-1266 causes correctness issues in Hive

Hello Orc Devs,
I am working on the Hive PR <https://github.com/apache/hive/pull/5218> for
upgrading the Orc version in Hive from version 1.8.5 to 1.9.3 and one of
the Hive query tests is failing because its results are different with the
new Orc version. The test returns correct results with Parquet data format
and with older Orc versions.
I found that this Hive behavior changed as a result of ORC-1266

Can you please help?
