1. Problem Description:
Using mod_perl.1.99_07, the PerlOpenLogsHandler directive doesn't work
in a section.
It gets called fine when it's in the global section, but just gets
ignored under - doesn't even try to load the modul
This is the only one it failed. It skips the Chat one of course.
