I noticed that we have two ways of setting and checking a reverse scan -
methods in ScanUtil.java and the standard HBase Api - scan.isReversed(),
scan.setReversed(). However, just changing to use the standard HBase API isn't
working correctly. I am seeing StaleRegionBoundaryCacheException being thrown
for tests doing DESC on row key. This needs to be investigated further.
