James Taylor reopened PHOENIX-3953:

Need to tweak this slightly. We should disable the index permanently in the 
postCompact hook instead. This is the point at which we can no longer reliably 
rebuild the index. If the rebuilder runs while compaction is working, it would 
still be fine.
