[~jamestaylor] - I created this new JIRA to track the work related to using a 
pre-configured threshold to determine whether to execute a query serially or in 
parallel.

[~mujtabachohan] - would you mind trying out this patch and see if perf is back 
to what it was in 4.7? Thanks!
