Looks like there's a consensus to introduce Renovate, so I've updated
the PR https://github.com/apache/polaris/pull/267 as "Ready for Review".

Hi all,
Although there seems to be consensus on the proposal, I think it is good
to have a formal vote, since this is a bylaws document.
I've opened a PR [1] to add the Chat Bylaws as a markdown document to
the Polaris repository. The text is identical to the original google doc
proposal [2]
