make sasl-based tests config files relocatable

Currently, sasl-based testing is hampered by the fact that the sasl library
code is only reading its configuration information from the standard installed
location /etc/sasl2 . This means that sasl installation must be done manually
on a machine prior to running sasl-based tests, which makes them not fully
automatable.
1. Find a way of telling the library to look elsewhere
2. expose that mechanism through a broker option
3. check a suitable config file into our source tree, at cpp/src/tests
4. reference the locally-created sasldb from the new config file
5. the new sasl tests should be runnable by any users -- not just root.
