Moving discovery modules to bundles?

Hi, I think the new discovery modules are very important, especially for the cloud and distributed installations. While they're currently only used in the eventing, I see more use cases, for example using them in the scheduler module (to schedule tasks only on a single instance in the cloud etc.)
