My guess is that it was a merge error. The one under docs is the one on the
web site. When we moved the web site source under docs I thought I did a git
mv of the SECURITY.md in the base directory, but I guess I forgot to.
+1 for just keeping the one under the docs directory.

Yeah they're duplicated docs and we have lots of duplicated docs indeed.
The issue is that someone would find the document from source directory,
and others would find the document from website. IMHO they may need to be
