I just checked the scenario. It seems to be a bug. Looks like password is
not getting updated for a running Stratos. But it works if you get a fresh
pack and change the password. Once you start the server for the first time
it will take updated password.

After changed the password in repository/conf/user-mgt.xml and did a
reboot, but the new password isn't activated.
