Oracle JDK does not solve this problem. I've updated the JIRA [1].

I have followed the steps on the JIRA about 6 times and each time it hung
at the same point.

Hi Chris,
You can start the server with -DosgiConsole to get the OSGi console, and
then you can check (osgi> ss [1] ) the bundles which are not activated
