I'm still wondering how it should be :/
Right now XWork is part of Struts2 and dozen of users used it with S2,
there're a rare number of people who used XWork separately. I think we
should stick names of properties with "struts" or add "xwork" prefix
to current "alone" XWork properties, like strut

AFAIK The security issues that you mentioned are already fixed on 2.3.1.2
version.
