You might want to check the archives. Spending 15 seconds at MarkMail shows
that we have voted on Struts Annotations 1.0.0, 1.0.1, 1.0.2, 1.0.3 and now
1.0.4
+1 if we don't normally vote on it, it doesn't make sense to hold up
progress.

It may not be part of the distribution, but it is still a release, an
+1 for not delaying the release of 2.1 for something we normally don't vote
for.
