Struts 1.3.10 Release Plan

I have added a release plan for 1.3.10. No major bugs have been logged since 1.3.9 BETA which means it's time for a new release. I will be preparing this for the end of March.

Struts 1.3.10 Release

I plan on rolling the build of 1.3.10 this weekend and putting it out for a vote. We haven't had any major bugs reported since 1.3.9 Beta so I believe there's a very good chance this will be GA. If anyone wants to help test, let me know. Paul
