Yes, that is the end goal. I've added some maven config to begin
this process, but haven't finished it yet.

Ok, so far so good. We now have nightly builds with 1.4 compatibility.
http://people.apache.org/builds/struts/nightlies/2.0.x/
I'll keep working on getting this to work under a profile as part of
the maven build, as time permits.
