I'm not sure I like that model.  That means we have to check in code in one 
place and then separately check in documentation in another.  I would prefer 
folks check in both code and supporting documentation.  (but I could be 
convinced otherwise if there's evidence it is beneficial)  I looked at the 
apache aurora website repository and it looks like it's a "run one command" to 
build and publish the site which is nice.

We can separately maintain a website branch that, when pushed to, would build 
the web site and trigger a web site update.  The INFRA team said that they 
could pull the content from any branch and (I believe) subdirectory but it has 
to be in HTML.  So we would need to make sure we can find a way to generate the 
HTML from the markdown.  I think this is all possible but will take some time.
