Appveyor builds are not working. The build scripts use chocolatey to
install some tools like winflexbison for MSVC builds, and that chocolatey

re: vcpkg, I wasn't planning on it.
It looks like sourceforge is the cause for the windows build issues. They
are in the middle of an outage/recovery.
We'll have to wait until they fix things up.
Still working on the linux side. I changed how we acquire lisp and dlang
to work around this outage
