As a first step I'd simply make the runnable tika-app jar available as a direct 
download from the download page.

To do this we can take the already released tika-app-0.9.jar from Maven 
central, put it in the dist folder, and apply the attached patch. I suppose no 
new release vote is needed since no bits are changed.

Unless anyone sees problems with this I'll make the changes tomorrow.
