I think if you're comfortable using ReviewBoard, go for it in terms
of using it.
I don't speak for the entire Tika PMC, but I know how to use it and
am comfortable checking out patches there. JIRA is fine too.
No preference from me :-)

Hello
I see, that some of Apache projects are using ReviewBoard
(https://reviews.apache.org) to review incoming patches. Do Tika's
developers plan to use it? It could be useful especially for patches,
submitted by non-core developers
