Java 21 and Docker images

There is a PR up at https://github.com/tomitribe/docker-tomee that is requesting Java 21. I am not sure if we officially support Java 21. If/when we decide to support Java 21, we are going to have to have a discussion regarding what images we want to have as official images. Currently, we
