We squashed the DB migrations in the 4.0 release, so you would need to at least run the DB migrations for 3.0/3.1 (pretty sure both had the exact same migrations) before upgrading to 4.0 or 4.1. So, I don't think there is anything precluding someone from upgrading from 3.x directly to 4.1. - Rawli
