Hi Burak, The best place to ask questions is one of the mailing lists -- for using traffic control, you can subscribe at users-subscribe@trafficcont rol.incubator.apache.org, and for development: dev-subscr...@trafficcontrol.incubator.apache.org.
We have been working on adding docker containers for each component, but that work is not yet finished. For now, it's best to follow the instructions on http://traffic-control-cdn.net/ and ask questions on the mailing list for setting up the servers.
