The intention was to be identical except for the simpler dependencies.
Is there any reason the two can't stay the same as each other?

While verifying the contents of the Tuscany SCA 1.6.1 binary distribution
I found a few Tuscany modules that are present in the modules directory
and are included in the tuscany-sca-all bundle jar, but aren't included
