[Dev] ES 1.2.0 server hang-on intermittently - with Carbon 4.3.0

Hi, I was trying to fix "ES 1.2.0 Pack randomly hangs on server start up".[01] While tying to fix above issue, I compared debug logs and observed that server caused to hang-up when "org.wso2.carbon.tomcat.ext.servlet.DelegationServlet" is not activated. Compared debug logs are as bellow. --
