Hi,
In Greg testing cycle 2, we have tested the Greg build with the Russian
locale(windows-1251) on windows platform. When create a matadata using
early Cyrillic characters, it displayed as "? ? ? ?" and it works fine for
modern characters.

Hi Aparna,
You can apparently write Cyrillic in Windows-1251, OEM 855, OEM 856,
ISO-8859-5, and UTF-8. Depending on type of encoding you copied the
characters from, it will not get decoded into the format you expect it to.
