It's controlled by settings wifi.debugging.enabled.
You can turn on it from settings/Device information/More
Information/Developer/Wi-Fi output in adb.

I'm facing a strange behaviour on Inari.
When trying to output something in dom/wifi/WifiWorker.js, I found it's not
working when I only build/flash gecko with the following commands:
./build.sh gecko
./flash.sh gecko
I can't see any output from debug() in WifiWorker.js in logcat.
But if
