Cannot export/import XML under Security in AdminCentral

Most AdminCentral interfaces support exporting to and importing from XML, but
this is not available for Roles and Groups. We'd like to be able to at least
export to XML these items in order to be able to bootstrap them. We can do this
via a workaround, but I think it should be possible to do this directly in
AdminCentral when view Roles or Groups.
