THANK YOU ALL  for your help!!

Based on your feedback it dawned
on me The gateway IS passing data back to us via GET inspite of
them stating they are using POST - so I contacted
their tech support, and Yep - that was it, they changed their cgi to POST
and
now it all works like a charm!

BTW - interfacing plugnpay payment processor gateway into real time
reg_system.cgi was very easy (we have previously worked with Cybercash,
Worldpay and those two were much much more difficult to do!!!) So if anyone
looking to incorporate real time payment processor we wholeheartedly
recommend plugnpay and we will post an example of reg_system.cgi mod for
eveyone's benefit shortly.
