FastBlock is enabled by default in Nightly now

Hi all, The FastBlock feature is turned on by default in Nightly now (enabled by bug 1480443 since 2018-09-01). We will conduct a FastBlock Shield Study [1] in Firefox Beta 63 to test the feature
