DV - PositiveSSL
OV - InstantSSL
EV - EV SSL
DigiCert (as well as the EU CAs as you mentioned) only offers two levels - OV
and EV.

Correct - we (DigiCert) reserved the OID but don't issue certs under it.

We include the CABF BR Policy OIDs as defined at
https://cabforum.org/object-registry/ in our end entity certificates to
indicate OV and DV.
