Thank you for your thoughtful feedback on the new wiki page.
And I apologize for the delay in my response, due to my summer vacation.
I have updated the wiki page in an effort to incorporate all of your
feedback:

+ Added a second paragraph to the "Root Transfer Policy" section.
+ Added the third paragraph to "Change in Legal Ownership"
+ Re-wrote the first paragraph of "Physical Relocation"
+ In all sections I tried to resolve the confusing dual use of CA (by
using the word organization where it made sense)
I hope the changes are headed in the right direction, and I look forward
to your feedback.
