I was trying to run CI on my AARCH64 system and ran into errors building
NetworkPkg/Test/NetworkPkgHostTest.dsc.
The problem is that UnitTestFrameworkPkg/Library/CmockaLib/CmockaLib.inf
is a BASE package which uses XIPFLAGS, and that includes
