Actually it seems to happen consistently on both prod and staging, so I
think it's an issue in the new NetworkManager that landed in
20160904.n.0. I

Just FYI, we are now pushing updates using a Fedora 24 instance.
Because this instance has an rpm that understands weak deps, they are
now in the repodata.
Everything seems to be working, but keep an eye out for any odd
behavior and let us know if you see something.
