On behalf of the Fedora Atomic WG[0] and Fedora Release
Engineering[1], I am pleased to announce the latest Fedora Layered
Image Release. This follows the latest Atomic Host Release that came
out today[2].
At this time the following Container Images are available in the
Fedora Regis

grub2-tools does not belong to a distupgrade repository, causes
software-upgrade failure

I've found at least three bug reports, each with some grub2 component
that has a problem with grub2-tools when doing F26 to F27 'dnf
system-upgrade download'

After removal[0] of other ancient Provides from coreutils, it is time[1] to
remove next legacy part, /bin/* Provides.
There are some number of packages still relying on them, I've fixed most of
them already, although there are some packages
