Is it needed to build any packages in the main Fedora repo? If not, then
why not just make a COPR for it instead of putting it in the mainline repos.

Old gstreamer is used by a couple of ancient apps in fedora (banshee) and
isn't installed by default so I fail to see how you class it as
'security-critical

and is probably filled with security bugs. I
rpmfusion dropped support for gstreamer when it was retired,
Banshee is not going to be a nice experience for users if there are no codecs
to play stuff.

Since this one is back, I'm planning to unretire perl-GStreamer and
perl-GStreamer-Interfaces, which depended on this.
