systemd no longer creating /var/log/journal?

Back in May, the systemd package was changed to enable journal persistancy by default, by creating /var/log/journal. It appears to no longer do this; at least, it isn't in the cloud images and I don't see anything in the specfile (although there are some commands dealing with the _permissions_ of
