I hate to spoil your joy, but you've already been beaten to it:
http://www.e-smith.dyndns.org/. This contrib recycles both ibays and the
user folders.
The only thing I would like see add to it is a cronjob that removes all
files older than for example 7 days. Otherwise you'll run out of
diskspace

I found a problem with that.
A deleted file that was moved to the .recycle has its old date-time stamp.
When it's older then 7 days it will be removed at the next 4:44 AM instead
of being there 7 days.

Sorry for all the trouble I make today...
I made this for the solution of earlier problem I found:
find /home/e-smith/files/users/*/home/.recycled -type f -atime +7 -exec rm
{} \;
But I had this output:
find: /home/e-smith/files/users/*/home/.recycled: No such file or directory
Any ideas?
Modify the tmpwatch command line to work off the last modification or last
access times instead of the create time.
man tmpwatch

Where I work, we needed that recycle bin when people erase file by mistake.
Most of time they immediately recover the file.
So I
