Hi Jeff and other developers.
Actually, glad you asked about that. The original design for 4.1 did
include what we termed a services panel, which allowed the selective
disabling/enabling of services. That idea ended up being turned down
for several reasons. So it got dropped, but the intention was to make a
contrib rpm available for download to provide the panel anyways.
So, you can find that here:

Its mostly a framework. I haven't looked at it since pre-4.1beta1. It
utilizes the new database utilities (db.pm) to do most of its work and
has a decent data structure inside the panel that is easily edited for
adding your own services (you mention Jabber, ListServer, etc.) and
dependencies. It needs work, most noteably it would be nice to have the
data structure pulled from the manager itself (into a file or a
directory) to make additions/changes easier and less reliant on the
manager. However, we've been pretty busy with 4.1 and have already
started working on 5.0 so I won't be able to add those 'cool' features.
Feel free to download and install the rpm and to play with the source
as required. As with all contributions, there is the standard warning
of "untested, unproven, use at your own risk" but it should provide a
decent framework to work with.
