Of course, this is a good reason for doing the work for 6.0 - the
primary i-bay is (almost) the same as any other i-bay. This removes a
_huge_ amount special-case code.

The only restrictions are that you can't remove it, and can't reassign
its ownership. However, since you can reassign the primary domain web site
to any i-bay in 6.0, that second restriction is not really that painful.

Yes, we would prefer not to have these limitations in 6.0, but
there are some tricky problems of topology and security to fix
before we can remove them.
