No, it's not a bug. The "expand-template" program doesn't know of any
special permissions or ownerships required by expanded files - that's the
repsonsibility of whatever is in the driver seat. Usually that's the
console or the web interface, and you find that they do the wrong thing,
then that's a bug. If it's someone typing commands at a root shell, then
the "someone" must take responsibility.
