In 2.21 we could assign any aggregation operator to Tracker DE. Just having
count operator by default is not suitable for all tracker DE.

related to the datavalues, but rather recorded on the dataset (in the
extreme case, there could be nothing to report (because no patients were

postgresql (Naming them differently) then creating dhis2 instances with the
same names you used in the database., this is done by renaming the war file
