The biggest challenge is to get all the data in one database when you have
all these local district databases on DHIS 2 versions which may or may not
be compatible in terms of data import/export.
Also note that a database will usually get corrupted when you downgrade the
DHIS version,

the surveillance rules with the analytics tables and make this data
available in the analysis tools. Sounds like a good approach to try that in
